The proposed Philippine Design Origination Index would measure how much of the country’s creative goods exports carries Filipino-originated design.

MANILA, 24 October 2026. Likhaan Agglomerates, Inc. will publish, free of charge, the full method for a proposed national measure of how much of the Philippines’ creative goods exports carries design originated in the country.

The Philippines ranks 15th in the world for creative goods exports as a share of trade, but 63rd for industrial designs filed by its residents, according to the 2026 Global Innovation Index published by the World Intellectual Property Organization. No official statistic currently records how much of the export total was designed in the country.

The proposed Philippine Design Origination Index would measure that share every year, by creative domain and by region. The method note will set out the definitions, the survey instrument and the estimation procedure, and will be released before any fieldwork begins.

“A national statistic sold by a private company does not get adopted. An open one gets argued with, corrected and used,” said Manuelito R. Pinlac, Chief Executive Officer of Likhaan Agglomerates. “We would rather be held to what we publish than to what we promise.”

The index is part of the Likhaan Origination Programme, which is in active development. The Likhaan Institute of Creatology & Innovation will hold and operate the index and its method. Likhaan Agglomerates will have no role in producing the estimate, and will offer firm-level diagnostics and capability programmes built on the measurement.
